Definition: The ICC model code specifically designed for repair, alteration, addition, and change of occupancy in existing buildings. The IEBC provides three compliance paths — prescriptive, work-area, and performance — and defines three alteration levels based on the scope of work. Level 1 covers like-for-like replacement; Level 2 covers reconfiguration of space or addition/removal of openings; Level 3 applies when the work area exceeds 50% of the building area and triggers requirements approaching new-construction standards. The IEBC is the primary code framework distinguishing renovation from new construction; it allows existing non-hazardous conditions to remain while requiring upgrades proportional to the scope of alteration.
