RRP Rule

Definition: The EPA’s Renovation, Repair, and Painting Rule (40 CFR Part 745, Subpart E), a federal regulation requiring that renovation work in pre-1978 housing be performed by EPA-certified firms using certified renovators. Triggered when work disturbs more than 6 sq ft of interior painted surface per room or 20 sq ft of exterior painted surface. Mandates containment of the work area, lead-safe work practices (wet methods, HEPA vacuuming), prohibited practices (no open-flame burning or uncontained power sanding), cleaning verification, and three-year recordkeeping. Owner-occupants performing their own work (DIY) are exempt. The RRP Rule has no equivalent in new construction and is one of the defining regulatory differences for renovation.
